Persistent orientation spaces as Blackboard course rooms?

We have orientation course rooms on Blackboard that contain program specific information but that do not exist in our SIS (Banner). We have been handling user enrollment for those orientation course rooms on an ad-hoc, manual basis.

Do any other schools have similar persistent Blackboard shells for program orientation materials? If so, how do you handle enrollment for appropriate users in those course rooms? We would like to get away from manual processes for these enrollments.

I have heard from Blackboard support and elsewhere that it is unwise to have more than 1000 users in a single Blackboard course room, due to performance issues with the grade book and elsewhere. How do folks handle rolling over persistent course rooms so that there are not thousands of users in a single one?

Thank you for any advice you might be able to provide!
