An instructor needs a document that was submitted by a student who is no longer in the class.
This depends on how your school is using Blackboard.
If you are managed hosted, you can submit a ticket in Behind the Blackboard asking that support gets a "restored" version of that particular course space close to the date the student was removed from the roster.
Another approach might be to check in your test or stage version to see if the document is still there. Success there will rely on the content of your test version being stake enough to include that file still.
If your school is running SaaS, Ultra, etc I do not know how that could be recovered.
I concur--in our system (managed hosted) students are set to the status "disabled" when they drop. That leaves them, and their submitted work, still available for situations like these. Our LMS administrator briefly "re-enables" the student in the course, the instructor gathers what is needed (usually grades or assignments, or proof that nothing was submitted) and the student is again set to disabled status.
We've also had instances where there was significant content that needed to be re-accessed, or the instructor had inadvertently deleted the submitted assignment, etc. In those cases, Managed Hosting was able to create a Restore for us, as long as we can give a date within 30 days when the content was still there.
